Istanbul Labor Market Structural Characteristics and Problems Report Published

The "Istanbul Labor Market Structural Characteristics and Problems Report," prepared by the Bahçeşehir University Economic and Social Research Center (BETAM) in collaboration with the Istanbul Metropolitan Municipality (IMM) and the Istanbul Planning Agency (IPA), was published on 17 March 2022.

The report, one of the projects carried out within the scope of Bahçeşehir University's mission to create value by supporting local governments and the government with academic expertise, research, opinions and recommendations in their decisions and implementations, attracted great interest from both the relevant ecosystem stakeholders and the press.

The report examines the developments and problems in the Istanbul labor market during the 2014-2021 period in comparison with the Türkiye labor market. For the 2014-2020 period, regional data from the TurkStat Household Labor Force Survey (HLFS) and data from the Ministry of Industry's Entrepreneur Information System (EIS) were used, while for the current analysis of the Istanbul labor market, data obtained from a comprehensive field study carried out in September-October 2021 in collaboration with IPA and BETAM were used. The field study consists of a survey conducted with a sample representing Istanbul's working-age population (10,083 individuals) and in-depth interviews with 51 company executives.

The report consists of four sections. The first section (Section 1) examines the extent to which the Istanbul labor market moved together with the Türkiye labor market during the 2014-2020 period and what kinds of divergences emerged, drawing attention to the main characteristics that make up the distinctiveness of the Istanbul labor market. In the second stage (Section 2), the outlook of the Istanbul labor market in 2021 is analyzed from different angles using information obtained from the field study, and the following section (Section 3) discusses the sources and depth of the problems revealed by this analysis. In the final section, titled "Key Findings and Prominent Problems," the fundamental structural characteristics and problems of the Istanbul labor market are summarized and discussed under nine identified themes.
