2026 STUDENT AMNESTY UNDER LAW NO. 7592
Candidates wishing to benefit from Provisional Article 85, which was added to Higher Education Law No. 2547 by Law No. 7592, which entered into force upon its publication in Official Gazette No. 33335 dated August 9, 2026, must submit an official application to the University within four months of the effective date of the article (by the close of business on December 9, 2026) by completing the Student Amnesty Application Form and submitting it together with the required application documents.
Candidates wishing to begin their studies in the fall semester of the 2026-2027 academic year must complete their applications no later than September 21, 2026, to allow the University sufficient time to complete the required registration procedures in accordance with its academic calendar.
Candidates who submit their applications from September 22 through December 9, 2026, may register for the spring semester of the 2026-2027 academic year.
SCOPE OF THE STUDENT AMNESTY: WHO IS ELIGIBLE?
Under the relevant law, the following candidates are eligible to apply for student amnesty:
- Individuals whose enrollment in an associate, undergraduate, or graduate program was terminated for any reason before December 9, 2026, while they were pursuing studies at any level, including a preparatory program (e.g., voluntary withdrawal, academic failure, or expiration of the maximum period of study).
- Individuals who were admitted to a University program but did not enroll.
(Note: The following persons are excluded from the scope of this Law and are not eligible for student amnesty: persons convicted of terrorism under the Anti-Terror Law; terrorism or intentional killing under the Turkish Penal Code; torture; torment; sexual assault; sexual abuse of children; or the manufacture of or trafficking in narcotic or stimulant substances; persons whose enrollment was canceled because of forged documents; persons who submitted forged documents during registration; persons convicted of the offenses set forth in Article 71 of Law No. 5846; and persons whose enrollment was terminated because of their membership in, affiliation or association with, or connection to terrorist organizations or any structures, entities, or groups determined by the National Security Council to be engaged in activities against the national security of the State.)
APPLICATION DEADLINES
- Application Deadline for Candidates Wishing to Begin Their Studies in the Fall Semester of the 2026-2027 Academic Year: September 21, 2026
- Application Deadline for All Student Amnesty Applications: Close of business on December 9, 2026.
- Applicants Performing Military Service: Applicants who apply within two months following their discharge are entitled to benefit from the rights provided under the relevant article.
- Applicants who were unable to apply within the prescribed period due to force majeure may apply within one month after the force majeure ceases.
- Applicants who were unable to apply for health reasons may apply to benefit from Law No. 7592, provided that they submit the relevant medical board report by the close of business on December 9, 2026.
Within the specified periods, candidates must complete the Student Amnesty Application Form and submit it together with the required application documents by email to [email protected] or in person to the Department of Student Affairs on the South Campus. Pursuant to the Law, applications will not be accepted after the applicable deadline.
APPLICATION AND REGISTRATION DOCUMENTS:
DOCUMENTS TO BE SUBMITTED WITH THE STUDENT AMNESTY APPLICATION FORM
- Criminal Record Certificate, including archived records, obtained through e-Government
- Current transcript
- English language proficiency certificate (if, as of August 9, 2026, the effective date of the Law, more than two years have elapsed since the applicant left the University)
- Copy of Turkish ID Card (PHOTOCOPY)
- ÖSYS Placement Results Document and YKS Results Document for candidates who were placed at Bahçeşehir University by ÖSYM but did not enroll
- Military Status Certificate (available through e-Government); Deferment Certificate; and, for students of military service age, a certificate stating, “There Is No Military Service-Related Obstacle to University Enrollment.”
DOCUMENTS REQUIRED FOR REGISTRATION IN ADDITION TO ALL APPLICATION DOCUMENTS:
- Proof of payment of tuition fees
- For candidates who were placed at BAU but never enrolled, the documents required for enrollment in the relevant program
- For international students, the documents required for enrollment in the relevant program
Note: Registration will take place at the Department of Student Affairs on the BAU South Campus.
Students who enroll at BAU under the Student Amnesty Law and wish to transfer to another university during the 2026-2027 academic year must, together with the Student Amnesty Application Form, the required documents, submit the Declaration and Undertaking Form Regarding Enrollment and Transfer Requests under Law No. 7592 bearing a wet-ink signature to BAU at the time of registration.
